PARLIAMENT QUESTION : VISION GROUP  ಅಸ್ಥಿತ್ವಕ್ಕೆ ?

ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಹೆಚ್ಚಿಗೆ ಅನುದಾನ ತರಬೇಕಾದರೆ, ನಮ್ಮ ರಾಜ್ಯದ 28 ಜನ ಲೋಕಸಭಾ ಸದಸ್ಯರು ಮತ್ತು 12 ಜನ ರಾಜ್ಯ ಸಭಾ ಸದಸ್ಯರು ಅತ್ಯಂತ ಚುರುಕಾಗಬೇಕಿದೆ. ಇಲ್ಲಿ ಪಕ್ಷ ರಾಜಕಾರಣ ಬರಬಾರದು. ಯಾವುದೇ ಸರ್ಕಾರಗಳು ಇರಲಿ ಸಂಸದರೆಲ್ಲಾ ಒಂದೇ ಎಂಬ ಭಾವನೆ ಬರುವುದು ಅಗತ್ಯವಾಗಿದೆ.

ಎಲ್ಲವೂ ಎಲ್ಲರಿಗೂ ತಿಳಿಯುವುದಿಲ್ಲ. ಸಂಸದರಿಗೆ ಎಲ್ಲಾ ವಿಷಯವನ್ನು ತಿಳಿಯುವುದರೊಳಗೆ ಅವರ ಅವಧಿಯೇ ಪೂರ್ಣಗೊಳ್ಳುತ್ತದೆ.ಅವರಿಗೆ ಸಮಯವೂ ಇರುವುದಿಲ್ಲ. ಸಂಸದರಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರದಲ್ಲಿ ಯಾವ ಯೋಜನೆ ನನೆಗುದಿಗೆ ಬಿದ್ದಿದೆ. ಯಾವ ಯೋಜನೆಯನ್ನು ಹೊಸದಾಗಿ ಮಂಜೂರು ಮಾಡಿಸಬಹುದು ಎಂಬ ಜಾಗೃತಿ ಅಗತ್ಯವಾಗಿದೆ.

ಲೋಕಸಭೆಯಲ್ಲಿ ಮತ್ತು ರಾಜ್ಯ ಸಭೆಯಲ್ಲಿ  ಚರ್ಚೆ ಮಾಡಬಹುದಾದ ಯೋಜನೆಗಳು ಯಾವುವು? ಯಾವ ವಿಷಯದ ಬಗ್ಗೆ ಪ್ರಶ್ನೆ ಕೇಳಬೇಕು ಎಂಬ ಮಾಹಿತಿಗಳು ಲಭ್ಯವಾಗಬೇಕಿದೆ. ಈ ವಿಷಯ ಅರಿತ ಶಕ್ತಿಪೀಠ ಫೌಂಡೇಷನ್ PARLIAMENT QUESTION : VISION GROUP   ಅಸ್ಥಿತ್ವಕ್ಕೆ ತರುವ ಬಗ್ಗೆ ಚಿಂತನೆ ಆರಂಭಿಸಿದೆ.

ದೆಹಲಿಯಲ್ಲಿರುವ 40 ಜನ ಸಂಸದರ ಆಪ್ತ ಸಹಾಯಕರ ಮತ್ತು ಸಲಹೆಗಾರರನ್ನು ಚುರುಕುಗೊಳಿಸಬೇಕಿದೆ. ರಾಜ್ಯದ ಮತ್ತು ದೇಶದ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಪ್ರಶ್ನಾವಳಿ ಸಿದ್ಧಗೊಳಿಸಿ, ಅಧಿವೇಶನ ಸಮಯದಲ್ಲಿ ಎಲ್ಲರಿಗೂ ಕಳುಹಿಸುವ ವಾಡಿಕೆ ನಿರಂತರವಾಗಿ ಆಗಬೇಕಿದೆ.

ಈ ಬಗ್ಗೆ  ದಿನಾಂಕ:05.12.2021 ರಂದು ಸಂಜೆ ತುಮಕೂರು ಹೇಮಾವತಿ ನಾಲಾ ವಲಯದ ಮುಖ್ಯ ಇಂಜಿನಿಯರ್ ಕಚೇರಿಯಲ್ಲಿ ಕುಳಿತು ಕಾವೇರಿ ನೀರಾವರಿ ನಿಗಮದ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರಾದ ಶ್ರೀ ಕೆ.ಜೈಪ್ರಕಾಶ್ ರವರ ನೇತೃತ್ವದಲ್ಲಿ ಬೊಚ್ಚಲ ವಿಷನ್ ಗ್ರೂಪ್ ಸಭೆ ನಡೆಯಿತು. 9 ಪ್ರಶ್ನೆಗಳನ್ನು ಸಿದ್ಧಪಡಿಸುವ ಮೂಲಕ ಈ ಚಿಂತನೆಗೆ ಚಾಲನೆ ನೀಡಲಾಗಿದೆ. ಜೊತೆಯಲ್ಲಿ ಶ್ರೀ ಮಲ್ಲೇಶ್, ಶ್ರೀ ರೇಣುಕರಾಧ್ಯ, ಶ್ರೀ ಅಂಜನ್ ರವರು ಇದ್ದರು.

ಈ ಪ್ರಶ್ನೆಗಳನ್ನು ತುಮಕೂರು ಲೋಕಸಭಾ ಸದಸ್ಯರಾದ ಶ್ರೀ ಜಿ.ಎಸ್.ಬಸವರಾಜ್ ರವರೇ ಕೇಳಬೇಕೆಂದಿಲ್ಲ, ರಾಜ್ಯದ ಯಾವುದೇ ಸಂಸದರು ಕೇಳಬಹುದು. ಎಲ್ಲರಿಗೂ ರವಾನಿಸುತ್ತೇನೆ ಪ್ರತಿಕ್ರಿಯೆ ನೋಡೋಣ?

ನಮ್ಮ ಈ ತಂಡದಲ್ಲಿ ಯಾರು ಬೇಕಾದರೂ ಸೇರ್ಪಡೆ ಆಗಬಹುದು. ಶಕ್ತಿಪೀಠ ಕ್ಯಾಂಪಸ್ ನಲ್ಲಿ ಕಟ್ಟಡದ ನಿರ್ಮಾಣ ಪೂರ್ಣಗೊಂಡ ನಂತರ ಊಟ, ವಸತಿಯೊಂದಿಗೆ ಅಲ್ಲಿಯೇ ತಂಗಿ 108 ಶಕ್ತಿ ದೇವತೆಗಳ ಅಧ್ಯಕ್ಷತೆ ಮತ್ತು ದರ್ಶನದೊಂದಿಗೆ ಇಂಥಹ ಚಿಂತನಾ ಸಭೆಗಳು ನಿರಂತರವಾಗಿ ನಡೆಯಲಿವೆ.

1. Clarification to be sought by NWDA, GOI:

If any state for the matter of fact plans to divert water from its indigenous river(which implies the river originates and outfalls within the state) source to an interstate river basin within the state for drinking water purpose, can other states claim their  rightful  share under the principles of method of substitution ?

2. Parliament question in regard  to Godavari-Krishna-Palar-Cauvery  link:

• Whether NWDA, GOI has undertaken studies in regard to Godavari-Krishna-Palar-Cauvery  link under Peninsular River Development- Interlinking of rivers?
  1. If so, what is the status of studies on PFR and DPR?
  2. What is the estimated divertible yield?
  3. Whether, DPR has been shared to all the beneficiary states so also to Co-basin states and whether the states have given their comments?
  4. What is the rightful share of Karnataka under Krishna, Palar and Cauvery Rivers envisaged under the above DPR as per the principles of Method of Substitution?
• Parliament question in regard to ensuring drinking water to rural habitations under Jal jeevan mission by way of conserving water by converting flood irrigation to micro irrigation under major & medium irrigation projects:

1. Whether the Ministry of Jal shakthi has a proposal to provide assured potable drinking water to every house holds across the state so also the country?
2.  If so what are its plans towards conservation and protection of the source of supply meet the above demand?
3.  Whether the Ministry has a proposal to conserve water by converting flood irrigation to micro irrigation under major & medium irrigation projects, so that the water saved and conserved out of the above means can be utilized for ensuring drinking water to rural habitations under Jal jeevan mission ?
4. If so any proposals to that effect have been received in the ministry from the any of the states across the country ? If so furnish the details.

• Parliament question in regard to consideration and declaration of Yethinahole integrated drinking water project  of the state of Karnataka as National project:

1. Whether it has come to the notice of  Ministry of Jal shakti that the Yethinahole integrated drinking water project of  the state of Karnataka which envisages diversion of water from Netravati basin to palar basin   has been planed and is being  implemented in lieu of   Netravati –Hemavathy link?
2.  Whether Yethinahole integrated drinking water project of  the state of Karnataka is under consideration by the Ministry towards declaration  as National project?
3. Whether  it has come to the notice of the Ministry that any  studies / proposals are under way towards diversion of  water from Kumaradhara river                (Tributary of Netravati -west flowing river) to Yethinahole project  as part of supplementation/Augmentation? If so furnish the details.

• Parliament question in regard to the norms of National projects:
•  What are the criteria’s for declaring any irrigation projects as a National project?
• What is the funding pattern in terms of central : state?
• Is it mandatory that irrigation component shall be there for consideration of any project as National project?
• Whether the drinking water projects or tank filling projects (for replenishing of ground water recharge) sourcing water from rivers/ reservoirs/canals can be considered as  National projects by the Ministry?

• Parliament question in regard to Forest land acquisition bill:
•  Whether the Ministry of MOEF has a proposal to get the bill  amended in regard to  forest land acquisition act to easen the procedures and processes while acquiring forest land  for infrastructure projects like Defense, Railways ,Highways, Irrigation and drinking water by way of arranging Compensatory Aforestration  land? If so, what is the status? Furnish the details.
• How many project proposals in regard to the above are pending across the country awaiting forest clearance , environment clearance and wild life clearance? Furnish the details state wise.

•  Parliament question in regard to National Infrastructure pipe line projects (NIPP):

1. What are the norms with regard to NIPP?
2. What is the funding pattern?
3.  Furnish the details of project proposals of the state of Karnataka under NIPP?
4. Parliament question in regard to ISRO project-Tumkur  of  the state of Karnataka:
5. What is the status of progress on ISRO project-Tumkur of the state of Karnataka in terms of physical and financial?
6. What is the type of service envisaged under the project?

• Parliament question in regard to widening and rehabilitation of Nelamangala-Tumakuru NH corridor      by NHAI:         

1.Furnish the following details  in regard to Nelamangala – Tumkur highway toll project (PPP) :

1. The current concessionaire agreement (i.e., in operation) :

1.  what is the cost of the project?
2.   Name of the concessionaire
3.  Date of entry into agreement
4.   Concessionaire period.

1.  Proposal of widening from 4 lane to 6 lane corridor:

1. When exactly the old concessionaire agreement would expire?
2. Do NHAI have the proposal to “buy-back” the current contract & proposes  to go for fresh bidding towards expansion of highway into 6 lane with access control facility?
3. Whether NHAI proposes to continue with the same concessionaire and to hand over the task of expansion to 6 lane corridor with the same concessionaire? if so, what are the Terms of Reference (ToR).
4. What are the salient features of the proposed 6 lane access control corridor ( the details like RoW, traffic intensity, financial viability, revenue model, concessionaire period etc.,)

1. Alternative Proposal of  widening     from 4 lane to 8 lane corridor:     
2. Whether the latest studies on traffic scenario would reveal the necessity to go in for widening from existing 4 lane (without access control) to 8 lane corridor with access control?
3. If so , what exactly the MORTH –GOI  proposes to plan ?
4. What is the right of way required for 8 lane corridor with access control facility and service road ?
5. Whether the Ministry proposes to  acquire and freeze  the land required for right of way for 8 lane since the above stretch is a primary section of  Bengaluru- Mumbai Economic corridor?
