ಕೇಂದ್ರ ಸರ್ಕಾರದ ರಕ್ಷಣಾ ಇಲಾಖೆ ಸ್ವಾಮ್ಯದ ಹೆಚ್.ಎ.ಎಲ್ ವತಿಯಿಂದ ಯುದ್ಧ ಹೆಲಿಕ್ಯಾಪ್ಟರ್ ತಯಾರಿಕಾ ಘಟಕ ಸ್ಥಾಪಿಸಲು ಜಮೀನು ಹುಡುಕುತ್ತಿದ್ದಾರೆ ಎಂಬ ಅಂಶವನ್ನು ನಾನು ಮೊದಲು ತಿಳಿಸಿದ್ದು ಶ್ರೀ.ಟಿ.ಆರ್. ರಘೋತ್ತಮರಾವ್‌ರವರಿಗೆ, ಗುಬ್ಬಿ ತಾಲ್ಲೂಕು ಬಿದರೆಹಳ್ಳ ಅಮೃತ್ ಮಹಲ್ ಕಾವಲ್‌ಗೆ ಮಂಜೂರು ಮಾಡಲು ರಕ್ಷಣಾ ಸಚಿವರಿಗೆ ಪತ್ರ ಬರೆಯಲು ಮಾತನಾಡಿದೆವು.
ಪಾಪ ಆ ಪುಣ್ಯಾತ್ಮನಿಗೆ ಹಾಲು ಅನ್ನ ಉಂಡಷ್ಟು ಖುಷಿಯಾಯಿತು. ನನಗೆ ಎಲ್ಲೋ ಪ್ಲಾಷ್ ಆಗಿಯೇ ಮತದಾರರ ಪ್ರಣಾಳಿಕೆಯಲ್ಲಿ ರಕ್ಷಣಾ ಇಲಾಖೆಯ ಘಟಕ ಅಂತ ಸೇರಿಸಿದ್ದು ಎಂದು ಅಂದಿನಿಂದ ಸಂಶೋಧನೆ ಮಾಡಲು ಆರಂಭಿಸಿದರು.
ಕೇಂದ್ರ ಸರ್ಕಾರದ ರಕ್ಷಣಾ ಇಲಾಖೆಯ ಸಚಿವರಾದ ಶ್ರೀ ಎ.ಕೆ.ಅಂತೋನಿಯವರಿಗೆ ಮತ್ತು ಹೆಚ್.ಎ.ಎಲ್ ಚೇರ್‍ಮನ್‌ರವರಿಗೆ ಶ್ರೀ ಜಿ.ಎಸ್.ಬಸವರಾಜ್ ರವರ ಪತ್ರವನ್ನು ರಾವ್ ಸಿದ್ಧಪಡಿಸಿದರು. ಎಂಪಿಯವರಿಗೆ ಸೈನ್ ಹಾಕಲು ಕೊಟ್ಟಾಗ ’ಒಬ್ಬ ಮನುಷ್ಯನಿಗೆ ಆಸೆ ಇರಬೇಕು- ದುರಾಸೆ ಇರಬಾರದು, ನಿಮ್ಮ ಊರು ಎಲ್ಲಿ ಆ ಹೆಚ್.ಎ.ಎಲ್ ಎಲ್ಲಿ ಹುಡುಗಾಟನಾ’ ಯಾರು ಹೇಳಿದರು ಅಂದ್ರಲ್ಲಪ್ಪ.
ಸೈನ್ ಹಾಕಲಿಲ್ಲ ನಾನು ಎದ್ದು ಬಂದೆ, ಪುನಃ ಪೋನ್ ಮಾಡಿ ಅವರು ಯಾರು ಗಂಗಾಧರಯ್ಯ ಅಂದಲ್ಲ, ಅವರು ಇದ್ದರೆ ಕೇಳು ಬೆಂಗಳೂರಿಗೆ ಹೋಗನಾ ಪೂರ್ಣವಾಗಿ ವಿಚಾರಿಸಿ ಅಂತೋನಿಯವರಿಗೆ ಪತ್ರ ಕಳಿಸೋಣ ಅಂದರು.
ಸರಿ ಇಬ್ಬರೂ ಬೆಂಗಳೂರಿಗೆ ಹೋದೆವು, ಪೈ ಹೊಟೆಲ್ ಸಜ್ಜೆ ರೊಟ್ಟಿ ಊಟಕ್ಕೆ ಶ್ರೀ ಗಂಗಾಧರಯ್ಯನವರನ್ನು ಕರೆದೆ, ಅಲ್ಲಿ ಸುಧೀರ್ಘವಾಗಿ ಚರ್ಚೆಯಾಯಿಯಿತು. ಅವರು ಹೆಚ್.ಎ.ಎಲ್ ಆಫೀಸರ್ ಶ್ರೀ ಮಲ್ಲಿಕಾರ್ಜುನ ಸ್ವಾಮಿರವರಿಗೆ ಫೋನ್ ಮಾಡಿ ಮಾತನಾಡಿಸಿದರು.
ಅಂದಿನಿಂದ ಎಂಪಿಯವರು ಶುರು ಮಾಡಿದರು, ಶ್ರೀ ಅಂತೋನಿಯವರು ಬಹಳ ಒಳ್ಳೆ ಮನುಷ್ಯ ಈಗ ಬಿಡಬಾರದು ಏನಾದರೂ ಮಾಡಿ ಈ ಜಾಗಕ್ಕೆ ಮುಕ್ತಿ ಕೊಟ್ಟು ಬಿಡೋಣ, ನಾವಿಬ್ಬರೂ ಅಕ್ಕ-ಪಕ್ಕದ ಮನೆಯಲ್ಲಿ ಇದ್ದೆವು. ಎಂದು ಅವರ ಘತಕಾಲದ ನೆನಪುಗಳನ್ನು ಹಂಚಿಕೊಂಡರು.

RespectedSir, Sub:Hindustan Arenautic Limited[Copter Divn] scouts for Land in Karnataka to locate their proposed new unit
As per the reports in the print media that the HAL navarathna company under your ministry is planning to establish new copter Division in Karnataka. Further they are scouting for government land to the extent of 700-800 acres of land for this venture. In this connection I recall my letter dated during cotober 2009 [copy enclosed] addressed to kind self requesting for establishment of any Defence Unit in the vacant Government land to the extent of 850 acres available near Gubbi duly listing all advantages. Now it is happening that the HAL under your Ministry is planning Copter Division and their Team of Officers are lookout for suitable lands in Shimoga/Tumkur/Hubli-Dharwad. Hence I again urge you Sir, that the land mentioned here below is most suitable for your Ministry new venture, advantagesof vacant parcel lands are once again listed here below- The Govt. land to the extent of 850 acres is available at Nittur,Gubbi Tq near Tumkur. The following are the advantages of the above location definitely qualify for the establishment of your new -venture. The advantages are 1] Just 90 KM from Bangalore& 30 KM from Tumkur and adjacent to National Highway no. 206 2 ] Bangalore-Tumkur-Hubli-Poona-Mumbai Broad-gauge railway line passes by the side of this proposed location. And this slated for doubling 3] 220 Kv Power station is just 2 Km from this land ,assures 24*7 quality power.
4] Hemavathi River channel 1Km and one small tank Sopanahalli reservoir tank is near to this area, can be filled with river cannal water ,can be dedicated to this venture. 5] Telephone exchange is very near to this land provides Telecommunication facilities. 6] Bangalore International Airport is about 120 Km from this place.
7] District Head quarters Tumkur which is 30 km from this place is housing 8 nos engineering colleges and many professional colleges, many more educational facilities ensure supply of qualified/skilled manpower. Govt. Tool Room is established ensure your company supply of skilled Manpower.
8] A dedicated Industrial corridor is proposed all along N.H.no 206.
9] GAIL’s pipeline to transmit Natural Gas is going to pass in the and just 30 kms from this location
